Generally the seller (usually the sellers agent) picks the title company. However everything is negotiable. If you wish to close with a certain title company, you should made those concerns known in additional provisions in your proposal to the seller. If buyer and seller agree on the title company proposed by the buyer, then that is the one that will be used for the transaction.
